Purpose of use in article (WP:NFCC#8)	It will be the picture next to Leahy in the list of Chicago aldermen from the 27th ward.
Not replaceable with free media because (WP:NFCC#1)	No such illustration has yet been found from the salient time period, nor would an illustration be appropriate as only a picture would do given the goal of realism.
Minimal use (WP:NFCC#3)	It will be used only to depict Leahy in the article. Furthermore, as described above, the curve to its right reduces quality.
Respect for commercial opportunities (WP:NFCC#2)	The photo is not itself original, being from a newspaper page. Indeed, due to the method of scanning there is a slight curve to the right (much like how book pages behave when approaching the spine), such that even with the newspaper page as is the Tribune's commercial plans for them are not impaired.
