Ali Naghi oglu Naghiyev (Azerbaijani: Əli Nağı oğlu Nağıyev; born 8 November 1958) is an Azerbaijani Colonel general, Head of the State Security Service of the Republic of Azerbaijan, Chairman of the State Commission on Prisoners of War, Hostages and Missing Persons, Deputy Minister of the National Security of the Republic of Azerbaijan 3 (2005-2011).

In 2017, investigative reporting revealed that Naghiyev and his family were beneficiaries of the Azerbaijan Laundromat, which was a money-laundering scheme and slush fund for Azerbaijan's elites.[1][2] At the time, Naghiyev was deputy chief of the Anti-Corruption General Directorate.[1]

Life

Naghiyev Ali Naghi oglu was born on 8 November 1958, in Babek District of the Nakhchivan Autonomous Soviet Socialist Republic.[3] In 1981, he graduated from the Azerbaijan Pedagogical Institute.[3] 

He started working in 1975. After graduating from the Higher Courses of the State Security Committee of the USSR  in 1986, he served in responsible positions in the operational structures of the State Security Committee of the Azerbaijan SSR and the Ministry of National Security of the Republic of Azerbaijan.[3]

By the Decree of the President of the Republic of Azerbaijan dated March 16, 2005, he was appointed the Deputy Minister of National Security of the Republic of Azerbaijan.[4]

By the Decree of the President of the Republic of Azerbaijan dated March 27, 2006, Ali Naghiyev was given the high military rank of Major General. In 2011-2019, he worked as the Deputy Chief of the General Anti-Corruption Directorate under the General Prosecutor of the Republic of Azerbaijan. By the Decree of the President of the Republic of Azerbaijan dated August 5, 2014, Ali Naghiyev was appointed the Special Rank of State Judicial Counselor of the 3rd class.[5]

By the Order of the President of the Republic of Azerbaijan dated June 20, 2019, he was appointed the Chief of the State Security Service of the Republic of Azerbaijan.[6]

By the Order of the President of the Republic of Azerbaijan dated June 27, 2019, Ali Naghiyev was appointed to the high military rank of lieutenant general.[7]

By the Decree of the President of the Republic of Azerbaijan dated December 7, 2020, Ali Naghiyev was appointed to the high military rank of colonel general.[8]

Personal life

His sons Ilham and Ilgar Nagiyev control an offshore real estate and construction empire.[1][9]

Ilham Naghiyev was a head of "Inci Shadliq Sarayi" LLC in 2009. The palace was managed by Huseyn Mammadov has managed multiple companies owned and controlled by Ali Naghiyev's sons for the past 14 years.[10]

  • Medal “For military service” by the Decree of the President of the Republic of Azerbaijan No. 40 dated December 24, 1998;[11]
  • Order “Azerbaijani Flag” by the Decree of the President of the Republic of Azerbaijan No. 680 dated March 27, 2002 for high professionalism, courage and bravery;[3]
  • Medal “For the Fatherland” by the Order of the President of the Republic of Azerbaijan No. 140 dated March 25, 2004;[12]
  • Medal “For Heroism” by the Order of the President of the Republic of Azerbaijan No. 672 dated 16 March 2005;[13]
  • Order “Merit to the Fatherland”, 3rd degree by the order of the President of the Republic of Azerbaijan No. 514 dated September 28, 2018;[14]
  • Order “For Merit to the Fatherland”, 1st degree by the order of the President of the Republic of Azerbaijan No. 1952 dated March 27, 2020;[3]
  • Chief of the State Security Service of the Republic of Azerbaijan, Colonel-General Ali Nagiyev, who led the military operations with high professionalism during the liberation of the territories of the Republic of Azerbaijan from occupation and the restoration of territorial integrity, and showed bravery and courage while performing military service, was awarded Order "Zafar Order" (“Victory”)  by the order of the President of the Republic of Azerbaijan dated December 9, 2020.[15]
