I agree with Joseph Dwayne - .tl seems to be a TLD. There isn't very much information on it, but it is listed at IANA. I've added some extra information - hopefully that will make things clearer.

Of course there isn't anyone who will register .tl domains, because there is no .tl TLD. It's listed at IANA as not assigned, which means it doesn't exist. You can also query the root servers and see that it's not there. --Zundark 15:37, 20 Sep 2004 (UTC)
