Is this article about the Lua people of Nan province, Thailand?

The article mainly mentions Lua people being from Laos but when I search the Laos map on www.ethnologue.com, I find no mention of Lua people there. I do find an article about the Lua language in Thailand on www.ethnologue.com which mentions the language being spoken by only 6,280 people who live only in the north-east corner of Nan province.
According to another source, a list compiled by the Center of Ethnic Studies and Development (CESD) of the faculty of Social Sciences of Chiangmai University, there are 22,260 speakers of the Lua language. It would seem that the CESD applies a different language categorisation and perhaps includes related languages such as Mai and Prai within their Lua group?
