On the House floor, according to protocol, representatives aren't supposed to refer to each other by name, and instead various geographic designations are used. So Gilliam is often refered to as being from the "Christmas Tree District", which besides meaning a local agricultural product, also seems to be some sort of in joke (he seems to get a lot of ribbing on floor, maybe because of his outgoing "show biz" personality), possibly referring to the infamous term Christmas tree bill.
